A new underground rail network circling Melbourne’s suburbs has been proposed, to connect every major train line from the Frankston line to the Werribee line through Melbourne Airport, with up to 12 new underground stations.

The government claims that the Suburban Rail Loop, as it is called, will be “the biggest transformation of public transport in Australian history”.

The Rail Loop will not only benefit metropolitan commuters, but will also provide easier connections for travellers from regional Victoria. People living in Central Victorian cities like Bendigo, Castlemaine or Kyneton will be able to access education and health services, without having to travel through the centre of Melbourne. A regional super hub in Sunshine will also put them one stop away from Melbourne Airport.

Similar hubs at Clayton and Broadmeadows will serve the same purpose for travellers from Gippsland.

Minister for Public Transport Jacinta Allan says the Rail Loop “is the underground train system a growing Melbourne and Victoria needs”. In Melbourne's 100-year-old transport network, Australia's second largest, most lines are centred on the CBD.

Work on the first section, in Melbourne’s south east, is expected to begin by the end of 2022, and to take around 10 years to complete. The entire project is likely to take several decades. By 2051 it is likely to be Victoria’s busiest rail line, with 400,000 trips daily.

Construction of the Rail Loop is expected to create more than 20,000 jobs, including 2,000 apprentices, trainees and cadets employed through Labor’s Major Projects Skills Guarantee.
